A MESSAGE FROM THE MAYOR

In recognition of this past weekend’s ribbon cutting and public opening of Village Hall, I’d like to pay tribute to those who toiled mightily on both the Road and Village Hall. Catherine Whitney, Trustee and Commissioner of Village Hall masterminded the Village Hall project for nearly a decade, through three design processes, three bid events, and endless renovation. She took on FEMA and NYS, and got us everything we wanted and more. The word “herculean” would understate all she has done. Jill Kaliff took on the role of project designer for both the interior and exterior of the Hall. The resulting beauty of the place is a tribute to her generous efforts. Her husband David kindly consulted with us on electronics and security issues.

Behind the scenes, our Village Clerk Treasurer Julie Pagliaroli, Building Inspector Joe Knizeski, and Village Attorney Doris Ulman went above and beyond their responsibilities managing different facets of the project, from its inception with an application to FEMA for Sandy Relief, through supervising contractors on the renovation.

Regarding the Road, the two volunteers who need to be singled out for praise are Lorena, our Queen of the Road, and Joe Abrams, Deputy Mayor, Trustee, and Roads Commissioner. You all know how tirelessly Lorena worked on the “Daily Pain,” patrolling the road every day, and soliciting information, advocating for homeowners, and much more. Then late in the evening she would write it all up, always with wit and wisdom. Lorena, your father would have been proud. For those of you who didn’t know Don Vernon, he was head of the Planning Board for many years. He served on one or another Village board for 65 years.

Joe Abrams took the lead in managing our relations with the County Highway Department including reaching out to unhappy residents and advocating on their behalf, and serving as the Village’s principal liaison on the project. He spent countless hours on the phone or email with Skip, Al, and Sikander.

Again, Julie deserves tons of credit for her efforts in dealing with County Highway and Northbrook. She also fielded endless questions from residents, passing on their complaints and assuaging their anxiety.

A special word of thanks to Charles “Skip” Vezzetti who came to Joe Abrams and me 17 years ago with a plan to rebuild River Road. He stuck with it through a Great Recession, Tropical Storm Sandy, and many tribulations.

And another shout out to whatever higher power gave us a drought so that work proceeded as quickly as it did and spared us any hurricanes.

ROCKLAND COMMUNITY POWER: Grand View-On-Hudson’s Clean Energy Program

Posted on November 16, 2022

The Village of Grand View-On-Hudson is proud to join Rockland Community Power, an energy program that will provide our residents with competitively priced, renewable electricity.  Since November 1 2020, six Rockland communities have been able to leverage the collective purchasing power of residents and small businesses to negotiate better terms for electricity supply through our Rockland Community Power program. From November 2020 through September 2022, participants in Rockland Community Power collectively saved over $9.4 million.

New Supply Offering

We are pleased to announce that the new supply offer will be available as of April 1, 2023. There are two fixed-rate electricity supply options through the Village program:

1) 100% Renewable Energy at $0.13068/kWh including Gross Receipts Tax

2) Standard Energy at $0.11410/kWh including Gross Receipts Tax

Gross Receipts Tax (or GRT) is always a part of your electricity bill in the village whether or not you participate in the CCA program.

You may choose between these supply options or opt out of the program. The Village has chosen the 100% Renewable Option as the default. Eligible residents and small businesses will automatically be enrolled in the 100% Renewable Option unless they choose the Standard Option or opt out of the program.

Timeline

The Rockland Community Power electricity supply offer in your community will be on a temporary hiatus during the winter months, following the expiration of the most recent contract on October 31st, 2022.  If you were a participant in the program, you received notices from Rockland Community Power and ORU in October 2022, switching you back to ORU supply for the length of this hiatus. In the coming months, all eligible residents and small businesses will be notified by mail with information about the program’s new contract, choices and how to opt-out of the upcoming electricity supply offer through this program. Participants cannot change their selection or opt-out of the program, until those letters arrive in the spring.

Community Choice Aggregation

Rockland Community Power is empowered by community choice aggregation (CCA), a NY State policy that enables the Village to determine our own default energy offering, rather than accept the NY State and local utility default. Community choice provides access to renewable electricity at competitive prices with reduced volatility through a fixed rate contract. Participation also provides consumer protections, requires no action by those eligible to participate, and benefits appear directly on monthly ORU bills.

While all eligible residents and small businesses are automatically enrolled, they can choose not to participate. ORU continues to be responsible for electricity delivery, billing, and repair services for all utility account holders, regardless of their program participation.

Grand View-On-Hudson has selected Joule Community Power (CCA Program Administrator) to implement our community choice program.

Upcoming Public Education

Rockland Community Power will be updating and educating the public about the program over the next two months. To learn more about public info sessions visit:  www.rocklandcommunitypower.com/events or call (845) 859-9099 ext. 1

Community Choice Aggregation (CCA) Program

The Village of Grand View-on-Hudson is planning to join the Rockland Community Power energy program. This community choice aggregation (CCA) program would enable Grand View-on Hudson to provide residents with the benefits of renewable electricity supply at a competitive, fixed rate, with potential cost savings

Formed in partnership with Joule Community Power, a division of Joule Assets, Inc., Rockland Community Power is a community choice aggregation (CCA) program that enables participating municipalities to pool local electricity demand in order to leverage the collective buying power of their residents in an effort to secure more favorable terms on their energy supply, protect consumers, and choose renewable generation sources.

The Rockland Community Power program currently serves residents and small businesses in 4 communities, the Town of Clarkstown and the Villages of Nyack, Upper Nyack and Haverstraw, with 100% New York State renewable electricity supply at a fixed rate and 1 community, the Town of Orangetown, with standard electricity supply at a fixed rate.

The Village of Grand View-on Hudson is planning to participate in an upcoming bid for a CCA electricity supply rate with an expected program launch date in Fall 2022. This new bid will include the original 5 Rockland Community Power municipalities and the Villages of Grand View-on-Hudson, West Haverstraw, and Piermont. If Grand View-on-Hudson selects an electricity supplier, eligible residents and businesses will receive a letter in early fall 2022 with information about the program, their choices and info about how to opt-out.

Public information sessions will be scheduled over the next two months. These sessions will provide general information, explain the benefits of participation by our residents and small businesses, and answer your questions.

For more information about the Rockland Community Power program, please visit www.rocklandcommunitypower.com, call the helpline at (845) 859-9099 ext. 1, Monday to Friday 9 to 5, or email program support at info@rocklandcommunitypower.com.
