A LOCAL LAW AUTHORIZING THE USE OF
VIDEOCONFERENCING FOR MEETINGS OF

THE BOARD OF TRUSTEES, THE ZONING BVOARD OF APPEALS AND THE PLANNING BOARD
BE IT ENACTED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF GRAND VIEW-ON-HUDSON, as follows:
Section1. The use of videoconferencing is hereby authorized to be used for any meeting of any Board
that is subject to the provisions of Article of the Public Officers Law, otherwise known as the Open
Meeting Law, provide that the procedures adopted for such use by the Board of Trustees have been
complied with and provided that at least three members of the Board are present in a location that is
open to the public. The Mayor or the Chairman of the respective Board shall decide, at least tow weeks
prior to the meeting if the meeting shall be subject to videoconferencing.


Section 2. Members of the Board of Trustees, the Zoning Board of Appeals and the Planning Board shall
be physically present at the meetings of such respective Boards unless the member is unable to be
present due to extraordinary circumstances, in which case such member may attend the meeting by
videoconferencing. Extraordinary circumstances include disability, illness, caregiving responsibilities, or
any other significant or unexpected factor or event that precludes the member’s physical attendance at
the meeting.


Section 3. If videoconferencing is used for a meeting, public notice of the meeting shall inform the
public that videoconferencing will be used, how the public can view and participate in such meeting,
where required documents and records will be posed or available, and identify the physical location for
the meeting where the public can attend.


Section 4. This local law shall take effect immediately.

Of these doses, 700 have been designated for eligible individuals in priority phase 1b that fall within the essential worker category. The state has mandated that local health departments vaccinate ONLY Phase 1b essential workers, including police, firefighters, teachers, college professors, and grocery store workers. The full list of essential workers in Phase 1b can be found hereAppointments are required. You must attest to being a Phase 1b essential worker in New York State (NYS) to register for an appointment. Phase 1b Essential Workers can make an appointment by visiting:http://rcklnd.us/covid19The additional 600 doses of the COVID-19 vaccine were given to the RCDOH to help vaccinate New York State residents aged 65 and above. The state requires local pharmacies and physician networks or practice groups to vaccinate those 65+. Since our local pharmacy/provider network is still in the process of getting ready to vaccinate our seniors, the state sent the RCDOH additional doses of vaccine this week to vaccinate our senior residents. The Health Department allocation for those 65+ is not guaranteed going forward.To assist the 65+ population in navigating the appointment process, the Rockland County Office for the Aging is scheduling all the appointments for this most recent allocation from New York State. Any eligible senior can call the Office for the Aging at 845-364-2110 for assistance in making an appointment, Monday through Friday, 8:00 am to 5:00 pm. Spanish and Creole speakers are available. Please be patient if their phone bank is busy helping other residents.”Our Department of Health and Office for the Aging are doing their best to streamline what can generously be called the chaotic rollout of this State vaccination process. I am proud of our local efforts which, as those who have been vaccinated at our Department of Health can attest, have efficiently and effectively gotten shots into arms of residents. We will continue to improve our local response to this problematic NYS process as best we can and ask for residents to remain patient. People with Medicare pay nothing for COVID-19 vaccinations. There is no copay or co-insurance required; however, the Health Department can collect an administrative fee from Medicare.If you are in COVID-19 quarantine or isolation on the date of your appointment, DO NOT COME FOR THE VACCINE. Please call the Rockland County COVID-19 Call Center at 845-238-1956 Monday-Friday (except holidays) from 8:00 am-5:00 pm or email COVIDCallCenter@co.rockland.ny.us. Your appointment will be canceled and your name placed on a list for future vaccine administration.Check the state’s Am I Eligible webpage to make sure you are eligible and for a list of state-run vaccination sites. If you do not have access to a computer, eligible New Yorkers can call to schedule a vaccination appointment at a state-run site by calling the New York State COVID-19 Vaccination Hotline 1-833-697-4829. Vaccinations performed by local pharmacies and physician networks or practice groups must be made through them.The Rockland County Department of Health cannot predict how many more doses will be received in the coming weeks and encourages eligible individuals to sign up for appointments wherever they are available.As a reminder, wherever you receive your first dose of vaccine, you must return to that location for your second dose. You will make your appointment to receive your second dose when you receive your first dose.

PLEASE TAKE NOTICE that a public hearing will be held by the Board of Trustees of the Village of Grand View-On-Hudson on the 13th day of April, 2020 at 7:30 P.M. to consider the adoption of a proposed local law entitled “A Local Law Authorizing an Override of the Tax Cap for Fiscal Year June 1, 2020 to May 31, 2021”, which proposed local law authorizes the Board of Trustees to adopt a resolution exceeding the percentage limitation on the tax levy imposed by the State Comptroller provided such resolution is approved by the total voting poser of the Board of Trustees.

PLEASE TAKE NOTICE that a public hearing will be held by the Board of Trustees of the Village of Grand View-On-Hudson on the 10th day of February, 2020 at 7:30 P.M. at the temporary Village Hall, 204 Hudson Terrace, Piermont, New York  10968 to consider the adoption of a proposed local law entitled “A Local Law Amending Local Law No. 2 of 1990, the Zoning Law of the Village of Grand view-On-Hudson, in Relation to Expiration of Time for Site Plans and Variances”, which proposed local law provides that site plan approvals by the Planning Board and orders and decisions of the Zoning Board of Appeals shall expire 180 days after approval unless substantial and continued construction in accordance with the approvals have taken place.   The 180 period may be extended by the respective Board for good cause shown by the applicant.

The proposed local law takes effect on October 1, 2018.

Public Hearing Notice Local Law 4 of 2018

PUBLIC HEARING NOTICE

PLEASE TAKE NOTICE that a public hearing will be held by the Board of Trustees of the Village of Grand View-On-Hudson on the 18th day of June, 2018 at 7:30 P.M. at the temporary Village Hall, 204 Hudson Terrace, Piermont, New York 10968 to consider the adoption of a proposed local law entitled “A Local Law Amending Local Law No. 2 of 1982 of the Village of Grand View-On-Hudson, as amended in Relation to Residency of Police Officers”, which proposed local law provides that the residency of all police officers in the South Nyack/Grand View Police Department shall be governed by the Civil Service Law, the rules and regulations of the Rockland County Personnel Department and Section 3 of the Public Officers Law of the State of New York. The proposed local law further provides that the provisions of Sections 2 and 4 of Chapter 524 of the Laws of 1936 of the State of New York, otherwise known as the Rockland County Police Act, shall not apply to the South Nyack/Grand View Police Department.

PUBLIC HEARING NOTICE

PLEASE TAKE NOTICE that a public hearing will be held by the Board of Trustees of the Village of Grand View-On-Hudson on the 20th day of November, 2017 at 7:30 P.M. at the temporary Village Hall, 204 Hudson Terrace, Piermont, New York 10968, to consider the adoption of a proposed local law amending Local Law No. 1 of 1971, as amended, which proposed local law prohibits overnight parking thoughout the year on public roadways within the Village of Grand View-On-Hudson but permits the owner or resident of a property within the Village to obtain a parking permit to park on the sidewalk if there is not sufficient room on the resident’s property for the parking of one vehicle or, on a temporary basis, if there is not sufficient room on such property for the parking of resident’s vehicles and those of his/her visitors for a stated period of time.

There will be a meeting of the Grand View-On-Hudson Planning Board on Wednesday, November 8th, 2017, at 10:00 A.M. to consider minor changes to the approved site plan for Dr. Michael Jones’ residents at 74 River Road to allow for a driveway located in the front yard set back.

PLEASE TAKE NOTICE that a public hearing will be held by the Zoning Board of Appeals of the
Village of Grand View-On-Hudson on the 20th day of July, 2017 at 7:30 P.M. at the temporary Village
Hall, 204 Hudson Terrace, Piermont, New York 10968 to consider the application submitted by
Catherine Ann Spagna for variances from the provisions of Chapter Vii Sections A,B, and D of the Zoning Law of the Village of Grand View-On-Hudson, to permit a two lot subdivision, proposed Lot No. 1 having an adjusted lot area of 15,458 square feet instead of the minimum required of 22,000 square feet, street frontage of 122.8 feet instead of the minimum required of 125 feet, front setback of 39.3 feet instead of the minimum required of 50 feet, Floor Area Ratio of .34 instead of the maximum permitted of .20 and proposed Lot No. 2 having an adjusted lot area of 16,100 square feet instead of the minimum required of 22,000 square feet, and street frontage of 122.8 feet instead of the minimum required of 125 feet.
